TDC Soft Corporation (President: Hiroyoshi Kobayashi, hereafter referred to as “TDC Soft”) has developed an “Evacuation Center Check-in System” to support the operation of evacuation centers during disasters by building and utilizing the data linkage infrastructure promoted by Yaita City, Tochigi Prefecture.
Development Background
For several years, Yaita City in Tochigi Prefecture has been considering the establishment of a data linkage infrastructure to promote EBPM (Evidence Based Policy Making) in order to improve citizen services and revitalize the local community. Under such circumstances, we were assigned to build and operate a data linkage infrastructure system through System Kosan, as well as to develop an “evacuation shelter check-in system” utilizing the data linkage infrastructure.
Overview of the "Evacuation Center Check-in System
The “Evacuation Center Check-in System” is a system that allows users to check-in to evacuation centers via smartphone in the event of a disaster. The system reduces the administrative workload of staff operating evacuation centers and promotes the sharing and utilization of disaster prevention data.

We plan to use the know-how gained through the development of the “Evacuation Center Check-in System” to support the introduction of this system in other municipalities. In the future, we plan to strengthen cooperation with neighboring areas and expand the functions of the system so that it can contribute to disaster countermeasures in a wide area. In addition, we will work with Yaita City to promote the use of the data linkage infrastructure and contribute to the formulation of policies that will satisfy the citizens and revitalize the entire region.
